On behalf of the Dearborn County Health Department and the Board of Health, we want to assure the public there is a process locally in place. We are monitoring the status of the COVID-19 virus frequently throughout the day. Call your physician early if you or someone in your family develops a fever, cough, difficulty breathing or respiratory symptoms and tell your provider of any recent travel, contact with travelers, or contact with a confirmed case.
First Responders request that those experiencing mild symptoms speak with their Doctor, Urgent Care, or Hospital ER via phone about which steps to take next. This will allow for emergency response services to better meet the needs of those with more severe respiratory illness.

Indiana 211 adds new COVID-19 resources
Indiana 211 is a free service that helps Hoosiers across the state find the local resources they need quickly, easily and confidentially. In response to the COVID-19 public health emergency, Indiana 211 is working closely with the Family Social Services Administration and United Way to add additional resources for those in need of assistance connecting with health and human services agencies in their local communities.
For those in need of food, counseling, internet or errand assistance, Indiana 211 has created a new site to serve as a hub of information on COVID-19 resources. Hoosiers can still find information regarding mental health and addiction services, housing and utility assistance, and more here.
To connect with a navigator, Hoosiers can dial 2-1-1 or 1-866-211-9966, which are available 24/7. You can also text your ZIP code to 898-211 Monday through Friday from 8 a.m. to 5 p.m. to receive more information.

The Southeast Regional Community Corrections (SERCC) Advisory Board is established by resolutions of the Boards of Commissioners of Dearborn, Ohio and Switzerland Counties. The Advisory Board consists of all persons appointed pursuant to Indiana Law (IC 11-12-2-2), and other appointees as designated by the respective Board of Commissioners. Dearborn County shall serve as the Host County for the program. This reflects that SERCC is composed of three (3) counties and contains multi-judicial Circuit Courts.
Judge Jonathan N. Cleary (pictured to the right) presides over Dearborn Superior Court No.1 and is elected to serve the citizens through 2026. Judge Cleary is a lifelong resident of Dearborn County, received his Bachelor of Science degree from Purdue University, and graduated Cum Laude from the Indiana University School of Law, Bloomington.
Judge Cleary encourages the citizens to attend open Court and to learn more about their Courts. Judge Cleary is honored to visit any local schools and community groups to discuss the judiciary and he has an open door policy for anyone who wishes to job shadow to learn more about a potential career in the law.

Honorable F. Aaron Negangard graduated from with Honors from Ohio University in 1992 and with honors from Indiana University School of Law - Bloomington in 1995.
In 1997, he began work in the prosecutor's office as a Deputy Prosecutor eventually being promoted to Chief Deputy moving on to Prosecutor in 2006 when Judge McLaughlin was appointed to the newly created Superior Court. He was subsequently reelected to two terms. As prosecutor, Negangard was recognized by his colleagues throughout the state by being elected as the Chairman of the Indiana Prosecuting Attorney's Council and President of the Indiana Association of Prosecuting Attorneys. He was also appointed by Governor Mitch Daniels to the Juvenile Justice State Advisory Group and to the Board of Directors of the Indiana Criminal Justice Institute.
In 2017, Negangard was appointed by Curtis Hill to be his Chief Deputy. In this role he oversaw the day-to-day operations of the Attorney General's office consisting of a staff of 400 employees.
In 2021, Negangard served as a public defender for Dearborn and Ripley Counties. In 2023, Negangard began serving as Judge of the Seventh Judicial Circuit for Dearborn and Ohio Counties.
Magistrate Kimberly A. Schmaltz is a 1979 graduate from South Dearborn High School. She graduated with honors from Chase College of Law in 1999 and maintained a private practice until she began her service as Magistrate in 2009. Magistrate Schmaltz has served as an adjunct professor at Chase College of Law.
Her previous work experience includes administrator of Shady Nook Care Center. In 2007 she received the pro bono attorney of the year award for District 7, which includes Dearborn and Ohio Counties.
The Southeast Indiana Regional Port Authority (SIRPA) is hereby re-established and shall have the powers and jurisdiction enumerated and set forth in Indiana Code § 8-10-5-1 et. seq., as amended from time to time. The port authority shall be governed by a Board of Directors consisting of Twelve (12) members, who shall be appointed by the mayors of the three cities, with the consent and advice of their respective common councils, and by the county commission, whose memberships and appointments shall consist of the following categories:

Judge Sally A. McLaughlin was appointed by Governor Mitch Daniels to serve as the first Judge of Superior Court II in 2006 and is now in her second elected term. Prior to her appointment, she served as Prosecuting Attorney for the Seventh Judicial Circuit.
Judge McLaughlin grew up in Dearborn County graduating from St. Lawrence School and Lawrenceburg High School. She earned an Associate of Arts and Bachelor of Science Degree from Eastern Kentucky University; and completed work towards a Master of Science Degree in Nursing at the University of Cincinnati. She earned her Law Degree at Salmon P. Chase College of Law in 1990 while serving as the Director of Nursing at Dearborn County Hospital. She has also worked as a staff nurse at the Veterans Administration Hospital in Lexington, Kentucky and as a manager of patient services at Children’s Hospital Medical Center in Cincinnati, Ohio.
Judge McLaughlin is a graduate of the Indiana Graduate Program for Judges and the Indiana Judicial College. She was recognized by the Dearborn County Chamber of Commerce as a Woman of Distinction in 2006 and received a Martin Luther King Memorial Award in 2011 for community service.
Judge McLaughlin sponsors an annual Leadership in Law Program for high school students and summer internships for law students. She welcomes opportunities to participate in programs in our community and at our local schools.

The Dearborn County Superior Courts Probation Department serves Dearborn County Superior Courts I and II through the preparation of Presentence Investigations Reports and supervision of adult misdemeanor/felony probationers.
The department helps provide protection of the community by identifying and reporting continued behavior which violates the probationer’s court orders. If the probationer violates court orders, it is the probation officers responsibilities to file legal documents with the court, to notify the court a violation has occurred. Office visits, home visits, community contacts and urine drug screening are all important components of in the supervision of probationers.
As stated in the court services mission statement, Superior Probations goal is to provide community safety by reducing repetitive criminal behavior.

The Vital Records section of the Health Department maintains and issues birth and death certificates occurring in Dearborn County, Indiana.
Our records begin in 1882, and the open record policy is also available for Genealogy research, based upon the 75 year viewing rule. The State Department of Health Vital Records begin in 1907.

A photo ID with the star is required to obtain certified records for self. To obtain a record for someone else, proper documents to show proof of relationship is required. Request forms can be found below in the "News" tab.
Credit Cards are accepted with an added $1 administration fee during the transaction. Cash, Money Orders and Cashier's Checks are accepted, however, personal checks are not accepted.
In some instances, such as settling an estate, the 'Long form death certificate' may be required by that agency, for further questions regarding the long form, please call our office.

The Southeast Regional Community Corrections (SERCC) regular office hours are 8:00 a.m. until 6:00 p.m. Monday through Friday. The building is closed from 12:00 p.m. until 1:00 p.m. for lunch and also all county holidays.
Certain positions require alternative work hours due to program activities and monitoring that is required outside of the typical business day. Each staff member will have an assigned schedule based on the needs of the department. The Executive Director, Program Coordinator or Field Officer Supervisor are on call 24 hours 7 days per week.

Dearborn County 2021 Plat Book is Published, Available for Purchase
DEARBORN COUNTY, INDIANA - The Dearborn County Soil & Water Conservation District, with Mapping Solutions, has announced the release of the recently published the Dearborn and Ohio Counties Plat Book. This spiral-bound book features the standard landownership map pages showing townships and ranges within the county, including property boundaries for all rural parcels. The Dearborn County Board of Commissioners will receive sealed bids for the replacement of Small Structure 211 on Lower Dillsboro Road over Unnamed Tributary of South Hogan Creek. Bids will be received at the Dearborn County Engineer’s Office, 165 Mary Street, Lawrenceburg, Indiana 47025 until 9:00 A.M. local time on December 20, 2023. Bids received after the specified date and time shall be returned unopened. Bids will be publicly opened and read aloud at 9:05 A.M. local time on December 20, 2023 at the Dearborn County Courthouse, 3rd Floor Multipurpose Room, 165 Mary Street, Lawrenceburg, Indiana 47025. Award is anticipated at the following Dearborn County Board of Commissioner’s Meeting which will be held on January 2, 2024.

The Contract Documents, including plans and specifications, are on file for public inspection at the Dearborn County Engineer’s Office, 165 Mary Street, Lawrenceburg, IN 47025. Plans and specifications will be available for procurement from the Engineer (Civilcon, Inc., 605 North Shore Drive, Unit 103, Jeffersonville, IN 47130). A digital PDF plan set will be available at no charge. A printed copy of plans and specifications may be purchased for a non-refundable fee of $150.00. Proposals shall be properly and completely executed on the proposal form furnished to bidders. A certified check, bank draft, or a satisfactory bid bond executed by the Bidder and a surety company in an amount equal to ten percent (10%) of the bid shall be submitted with each bid. The Contractor awarded the work will be required to furnish an acceptable Surety Bond in the amount of one hundred percent (100%) of the contract price. As part of the bid, bidders must demonstrate past experience in bridge construction and provide references for five (5) previously completed projects similar in nature. Bidders must be INDOT pre-qualified for the following work types: D(a) Highway or Bridge over Water or E(e)Small Structures, Culverts, and Drainage Items.
The Dearborn County Board of Commissioners reserves the right to reject any and all bids or to waive any informalities in the bids.

2024 Road Paving
The Dearborn Commissioners will receive bids for the 2024 County Road Paving Project, Dearborn County, Indiana, all in accordance with the Contract Documents, and Specifications. Bids will be received until 10:00 AM, prevailing time, January 10, 2024 at the Dearborn County Engineer’s Office, 165 Mary Street, Lawrenceburg, IN 47025. Bids will be publicly opened on January 10, 2024 at 10:10 AM in the Dearborn County Government Center, 3rd Floor Multipurpose room, 165 Mary Street, Lawrenceburg, IN 47025. Bids received after that time will be returned unopened.
The work shall consist of HMA paving on various county roadways, layout, traffic control, cleanup and associated work.
Contract Documents are on file and may be examined at the Dearborn County Engineer’s Office, 165 Mary Street, Lawrenceburg, IN 47025.
The Proposal must be made on the forms provided in the Contract Documents. Each bid shall be accompanied by a cashier's or certified check, drawn on an acceptable bank, or an acceptable bidder's bond, in an amount not less than five percent (5%) of the total amount of the bid, payable to Dearborn County, Indiana.
The bidder to whom a contract for work is awarded will be required to furnish a Performance, Maintenance and Payment Bond executed on the specified forms and acceptable to the County, in the amount of one hundred percent (100%) of the Contract.
The Bidder must supply all the information required by the bid proposal form and be INDOT prequalified in B(a) Asphalt Paving with Certified Asphalt Hot Mix Asphalt (HMA) Plant.
Liquidated damages for delay will be as provided in the Bid Proposal.
Partial payment will be made monthly based on an approved payment requisition.
The Contractor and all subcontractors will be required to comply with required Federal and State labor regulations including Equal Employment Opportunity, Non-segregated Facilities, and Affirmative Action requirements.
The Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000dâ€Â4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federallyâ€ÂAssisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.”
The Dearborn County, Indiana, reserves the right to reject any and all proposals or parts there-of and to waive all responsibility for irregularities in bids. Bids may be held by the County for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of reviewing the bids and the investigation of the qualifications of bidders, prior to awarding of the Contract. It is anticipated, however, that the contract will be awarded on January 16, 2024 at the County Commissioner’s meeting.

In the early 1930s, along with the greatest depression this nation ever experienced, came an equally unparalleled ecological disaster known as the Dust Bowl. Following a severe and sustained drought in the Great Plains, the region's soil began to erode and blow away, creating huge black dust storms that blotted out the sun and swallowed the countryside. Thousands of “dust refugees” left the black fog to seek better lives.
But the storms stretched across the nation. They reached south to Texas and east to New York. Dust even sifted into the White House and onto the desk of President Franklin D. Roosevelt.
On Capitol Hill, while testifying about the erosion problem, soil scientist Hugh Hammond Bennett threw back the curtains to reveal a sky blackened by dust. Congress unanimously passed legislation declaring soil and water conservation a national policy and priority. Because nearly three-fourths of the continental United States is privately owned, Congress realized that only active, voluntary support from landowners would guarantee the success of conservation work on private land.
In 1937, President Roosevelt wrote the governors of all the states recommending legislation that would allow local landowners to form soil conservation districts. Brown Creek Soil & Water Conservation District in North Carolina was the first district established. The movement caught on across the country with district-enabling legislation passed in every state. Today, the country is blanketed with nearly 3,000 conservation districts.

Many emergencies involve public health, though you may not always see us on the front lines. Since 2001, public health agencies around the world have been preparing for threats such as natural disasters, terrorist attacks and pandemics. In Dearborn County Health Department, we have been steadily working to increase our capacity to respond to emergencies by strengthening on-going partnerships, and creating new partnerships with the community.

The Board of Health is part of state and local public health systems and charged to address health promotion, disease prevention, and public protection. They provide the necessary guidance and oversight of a local health department to assure the community’s health. The board sets policies, reviews operational data, and has financial oversight of the local health department.
