On behalf of the Dearborn County Health Department and the Board of Health, we want to assure the public there is a process locally in place. We are monitoring the status of the COVID-19 virus frequently throughout the day. Call your physician early if you or someone in your family develops a fever, cough, difficulty breathing or respiratory symptoms and tell your provider of any recent travel, contact with travelers, or contact with a confirmed case.
First Responders request that those experiencing mild symptoms speak with their Doctor, Urgent Care, or Hospital ER via phone about which steps to take next. This will allow for emergency response services to better meet the needs of those with more severe respiratory illness.

Indiana 211 adds new COVID-19 resources
Indiana 211 is a free service that helps Hoosiers across the state find the local resources they need quickly, easily and confidentially. In response to the COVID-19 public health emergency, Indiana 211 is working closely with the Family Social Services Administration and United Way to add additional resources for those in need of assistance connecting with health and human services agencies in their local communities.
For those in need of food, counseling, internet or errand assistance, Indiana 211 has created a new site to serve as a hub of information on COVID-19 resources. Hoosiers can still find information regarding mental health and addiction services, housing and utility assistance, and more here.
To connect with a navigator, Hoosiers can dial 2-1-1 or 1-866-211-9966, which are available 24/7. You can also text your ZIP code to 898-211 Monday through Friday from 8 a.m. to 5 p.m. to receive more information.

Honorable F. Aaron Negangard graduated from with Honors from Ohio University in 1992 and with honors from Indiana University School of Law - Bloomington in 1995.
In 1997, he began work in the prosecutor's office as a Deputy Prosecutor eventually being promoted to Chief Deputy moving on to Prosecutor in 2006 when Judge McLaughlin was appointed to the newly created Superior Court. He was subsequently reelected to two terms. As prosecutor, Negangard was recognized by his colleagues throughout the state by being elected as the Chairman of the Indiana Prosecuting Attorney's Council and President of the Indiana Association of Prosecuting Attorneys. He was also appointed by Governor Mitch Daniels to the Juvenile Justice State Advisory Group and to the Board of Directors of the Indiana Criminal Justice Institute.
In 2017, Negangard was appointed by Curtis Hill to be his Chief Deputy. In this role he oversaw the day-to-day operations of the Attorney General's office consisting of a staff of 400 employees.
In 2021, Negangard served as a public defender for Dearborn and Ripley Counties. In 2023, Negangard began serving as Judge of the Seventh Judicial Circuit for Dearborn and Ohio Counties.

The Southeast Regional Community Corrections (SERCC) Advisory Board is established by resolutions of the Boards of Commissioners of Dearborn, Ohio and Switzerland Counties. The Advisory Board consists of all persons appointed pursuant to Indiana Law (IC 11-12-2-2), and other appointees as designated by the respective Board of Commissioners. Dearborn County shall serve as the Host County for the program. This reflects that SERCC is composed of three (3) counties and contains multi-judicial Circuit Courts.
Judge Jonathan N. Cleary (pictured to the right) presides over Dearborn Superior Court No.1 and is elected to serve the citizens through 2026. Judge Cleary is a lifelong resident of Dearborn County, received his Bachelor of Science degree from Purdue University, and graduated Cum Laude from the Indiana University School of Law, Bloomington.
Judge Cleary encourages the citizens to attend open Court and to learn more about their Courts. Judge Cleary is honored to visit any local schools and community groups to discuss the judiciary and he has an open door policy for anyone who wishes to job shadow to learn more about a potential career in the law.

Judge Sally A. McLaughlin was appointed by Governor Mitch Daniels to serve as the first Judge of Superior Court II in 2006 and is now in her second elected term. Prior to her appointment, she served as Prosecuting Attorney for the Seventh Judicial Circuit.
Judge McLaughlin grew up in Dearborn County graduating from St. Lawrence School and Lawrenceburg High School. She earned an Associate of Arts and Bachelor of Science Degree from Eastern Kentucky University; and completed work towards a Master of Science Degree in Nursing at the University of Cincinnati. She earned her Law Degree at Salmon P. Chase College of Law in 1990 while serving as the Director of Nursing at Dearborn County Hospital. She has also worked as a staff nurse at the Veterans Administration Hospital in Lexington, Kentucky and as a manager of patient services at Children’s Hospital Medical Center in Cincinnati, Ohio.
Judge McLaughlin is a graduate of the Indiana Graduate Program for Judges and the Indiana Judicial College. She was recognized by the Dearborn County Chamber of Commerce as a Woman of Distinction in 2006 and received a Martin Luther King Memorial Award in 2011 for community service.
Judge McLaughlin sponsors an annual Leadership in Law Program for high school students and summer internships for law students. She welcomes opportunities to participate in programs in our community and at our local schools.
The Dearborn County Superior Courts Probation Department serves Dearborn County Superior Courts I and II through the preparation of Presentence Investigations Reports and supervision of adult misdemeanor/felony probationers.
The department helps provide protection of the community by identifying and reporting continued behavior which violates the probationer’s court orders. If the probationer violates court orders, it is the probation officers responsibilities to file legal documents with the court, to notify the court a violation has occurred. Office visits, home visits, community contacts and urine drug screening are all important components of in the supervision of probationers.
As stated in the court services mission statement, Superior Probations goal is to provide community safety by reducing repetitive criminal behavior.

The Vital Records section of the Health Department maintains and issues birth and death certificates occurring in Dearborn County, Indiana.
Our records begin in 1882, and the open record policy is also available for Genealogy research, based upon the 75 year viewing rule. The State Department of Health Vital Records begin in 1907.

A photo ID with the star is required to obtain certified records for self. To obtain a record for someone else, proper documents to show proof of relationship is required. Request forms can be found below in the "News" tab.
Credit Cards are accepted with an added $1 administration fee during the transaction. Cash, Money Orders and Cashier's Checks are accepted, however, personal checks are not accepted.
In some instances, such as settling an estate, the 'Long form death certificate' may be required by that agency, for further questions regarding the long form, please call our office.

The Southeast Regional Community Corrections (SERCC) regular office hours are 8:00 a.m. until 6:00 p.m. Monday through Friday. The building is closed from 12:00 p.m. until 1:00 p.m. for lunch and also all county holidays.
Certain positions require alternative work hours due to program activities and monitoring that is required outside of the typical business day. Each staff member will have an assigned schedule based on the needs of the department. The Executive Director, Program Coordinator or Field Officer Supervisor are on call 24 hours 7 days per week.

NOTICE TO BIDDERS
REPLACEMENT - SMALL STRUCTURE #213
The Dearborn County Board of Commissioners will receive sealed bids for the replacement of Small Structure 213 on Lower Dillsboro Road over Unnamed Tributary of South Hogan Creek. Bids will be received at the Dearborn County Engineer’s Office, 165 Mary Street, Lawrenceburg, Indiana 47025 until 10:00 A.M. local time on October 30, 2024. Bids received after the specified date and time shall be returned unopened. Bids will be publicly opened and read aloud at 10:10 A.M. local time on October 30, 2024 at the Dearborn County Administration Building, 3rd Floor Glass Conference Room, 215-B West High Street, Lawrenceburg, Indiana 47025. Award is anticipated at the following Dearborn County Board of Commissioner’s Meeting which will be held on November 6, 2024.
Proposals shall be properly and completely executed on the proposal form furnished to bidders. A certified check, bank draft, or a satisfactory bid bond executed by the Bidder and a surety company in an amount equal to ten percent (10%) of the bid shall be submitted with each bid. The Contractor awarded the work will be required to furnish an acceptable Surety Bond in the amount of one hundred percent (100%) of the contract price. As part of the bid, bidders must demonstrate past experience in bridge construction and provide references for five (5) previously completed projects similar in nature. Bidders must be INDOT pre-qualified for the following work types: D(a) Highway or Bridge over Water or E(e)Small Structures, Culverts, and Drainage Items.
The Dearborn County Board of Commissioners reserves the right to reject any and all bids or to waive any informalities in the bids.

BRIDGE REHABILITATION - BRIDGE NO. 58, WILSON CREEK ROAD
The Dearborn County Commissioners will receive bids for the rehabilitation of Bridge No. 58 carrying Wilson Creek Road over Wilson Creek in Dearborn County, IN. Bids will be received until 10:00 AM, prevailing time, on WEDNESDAY OCTOBER 30, 2024, at the Dearborn County Engineer‘s Office, 165 Mary Street, Lawrenceburg, Indiana 47025. Bids received after that time will be returned unopened. Bids will be publicly opened and read at WEDNESDAY OCTOBER 30, 2024 at 10:10 AM, prevailing time, at the Dearborn County Government Center, 3rd Floor Glass Conference Room, 165 Mary Street, Lawrenceburg, Indiana 47025. Award is anticipated TUESDAY NOVEMBER 6, 2024 at 9:00 AM at the Dearborn County Commissioners meeting.
THIS PROJECT CONSISTS OF THE REHABILITATION OF A 5 SPAN REINFORCED CONCRETE SLAB BRIDGE. PARTIAL CONCRETE SLAB REMOVAL SHALL OCCUR ON THE WEST EDGE OF THE BRIDGE FOR FULL LENGTH OF BRIDGE OR ABOUT 174 LFT. IN ADDITION, CONCRETE SLAB PATCHING SHALL OCCUR ON THE EAST EDGE FOR A FEW SPANS ON THE SOUTH END. NEW GURDRAIL SHALL BE ADDED ON THE WEST SIDE ONLY. IN ADDITION, SEDIMENT REMOVAL AND NEW RIPRAP SHALL BE COMPLETED UNDER AND AROUND THE BRIDGE. THE PROJECT IS NORTH OF THE INTERSECTION OF US 50 AND GREEN BLVD/WILSON CREEK ROAD APPROXIMATELY 1.15 MILES.
After review and award of a contract, the Owner will provide a "Notice to Proceed" to the Contractor. Contractor will then have 10 working days after said "Notice to Proceed" to commence construction and until AUGUST 28, 2025 to achieve substantial completion and an additional 15 days, SEPTEMBER 12, 2025 to achieve final completion. As an Alternated Bid Item, full closure shall be considered. If closure of the roadway is accepted as an alternate, the roadway closure time cannot extend past 90 days from first closure and full closure could not start until after November 30, 2024. Contractor will be assessed $300.00 a day liquidated damages for any work remaining over and above either of the specified contract completion dates or the 90 day alternate road closure item. Payment to be made on a standard monthly claim basis, with 10% retainage, and said retainage may be held up to three months after the successful completion of this contract. There is no retainage reduction for this project.
Copies of the Contract Documents are on file for review in the Office of the Owner (DEARBORN COUNTY ENGINEER, 165 Mary Street, Lawrenceburg, IN 47025). Access to an ftp site with the Contract Documents in PDF format is available from the Engineer (FPBH, Inc., 72 HENRY STREET, P. O. Box 47, North Vernon, Indiana, 47265,) for a non-refundable fee of $50.00 per set. Printed copies of the Contract Documents are available for a non-refundable fee of $50.00 per set. Additional sets may be purchased for a non-refundable fee of $25.00 per set. Partial sets will not be available. Requests for bid documents shall be made in writing to bidding@fpbhonline.com . Include specific project request, complete company info, address, phone numbers, and 2 email addresses for plan distribution. Only those plan holders registered through the Engineer will be notified of addenda.
Bidders must be pre-qualified with INDOT for work type D(a) Highway or Bridge over Water. There is no pre-bid conference scheduled for this project.
Bids must be submitted on the forms in the Contract Documents and other conditions therein described must be met. Each bid must be enclosed in a sealed envelope, clearly marked DEARBORN COUNTY – BRIDGE #58, WILSON CREEK RD. REHAB on the face of the envelope and display the name and address of the bidder. Each bid must be accompanied by a Bid Bond or Certified Check in a sum equal to 10% of the amount of the bid unless otherwise specified, and a completed Non-Collusion Affidavit. Bid prices must be firm for a period of ninety (90) days from the bid opening date. Should a successful bidder withdraw his bid, or fail to execute a satisfactory contract within ten (10) days after notice of acceptance of his bid, the owner may declare the Bid Security forfeited as liquidated damages, not as penalty. The successful bidder shall furnish a Performance and Labor and Materials Payment Bond in an amount equal to one hundred percent (100%) of the contract sum with an approved surety company. Said bond shall remain in full force and effect for a period of one (1) year after date of final acceptance of the work.

THE WORK INCLUDES THE REMOVAL OF THE EXISTING THREE SPAN REINFORCED CONCRETE SLAB BRIDGE ON ABUTMENTS WITH SPANS OF 7.5 FEET, 10.5 FEET AND 10.5 FEET. THE WIDTH OF THE EXISTING BRIDGE IS 17.5 FEET. THE NEW BRIDGE WILL BE A 42 FOOT SINGLE SPAN REINFORCED CONCRETE SLAB BRIDGE ON ABUTMENTS WITH A 24 FOOT CLEAR ROADWAY WIDTH. THERE WILL BE TS-1 RAILINGS ON THE BRIDGE, APPROACH GUARDRAIL OFF THE BRIDGE AND CONCRETE APPROACH SLABS. THERE WILL BE APPROXIMATELY 440 FEET OF ROADWORK ON BRUSH FORK ROAD. THE WORK WILL CONSIST OF GRADING, ASPHALT PAVEMENT, SIDE DITCHES, DRIVEWAY REALIGNMENT AND RELOCATING THE ROAD AT THE STREAM. THE PROJECT IS LOCATED APPROXIMATELY 1.23 MILES NORTH OF THE INTERSECTION OF SAWDON RIDGE ROAD AND BRUSH FORK ROAD, MILLER TOWNSHIP, DEARBORN COUNTY, INDIANA.

Contractor will then have 10 working days after said "Notice to Proceed" to commence construction and until SEPTEMBER 15, 2025 to achieve substantial completion and an additional 15 days, SEPTEMBER 30, 2025 to achieve final completion. Contractor will be assessed $500.00 a day liquidated damages for any work remaining over and above either of the specified contract completion dates. Payment to be made on a standard monthly claim basis, with 10% retainage, and said retainage may be held up to three months after the successful completion of this contract. There is no retainage reduction for this project.

Bidders must be pre-qualified with INDOT for work type D(a) Highway or Bridge over Water. There is no pre-bid conference scheduled for this project.
Bids must be submitted on the forms in the Contract Documents and other conditions therein described must be met. Each bid must be enclosed in a sealed envelope, clearly marked DEARBORN COUNTY BRIDGE 215 on the face of the envelope and display the name and address of the bidder. Each bid must be accompanied by a Bid Bond or Certified Check in a sum equal to 5% of the amount of the bid unless otherwise specified, and a completed Non-Collusion Affidavit. Bid prices must be firm for a period of ninety (90) days from the bid opening date. Should a successful bidder withdraw his bid or fail to execute a satisfactory contract within ten (10) days after notice of acceptance of his bid, the owner may declare the Bid Security forfeited as liquidated damages, not as penalty. The successful bidder shall furnish a Performance and Labor and Materials Payment Bond in an amount equal to one hundred percent (100%) of the contract sum with an approved surety company. Said bond shall remain in full force and effect for a period of one (1) year after date of final acceptance of the work.
The Dearborn County Commissioners, reserve the right to accept or reject any bid and to waive any or all formalities.

The Dearborn County Soil & Water Conservation District
Was Established In 1957
In the early 1930s, along with the greatest depression this nation ever experienced, came an equally unparalleled ecological disaster known as the Dust Bowl. Following a severe and sustained drought in the Great Plains, the region's soil began to erode and blow away, creating huge black dust storms that blotted out the sun and swallowed the countryside. Thousands of “dust refugees” left the black fog to seek better lives.
But the storms stretched across the nation. They reached south to Texas and east to New York. Dust even sifted into the White House and onto the desk of President Franklin D. Roosevelt.
On Capitol Hill, while testifying about the erosion problem, soil scientist Hugh Hammond Bennett threw back the curtains to reveal a sky blackened by dust. Congress unanimously passed legislation declaring soil and water conservation a national policy and priority. Because nearly three-fourths of the continental United States is privately owned, Congress realized that only active, voluntary support from landowners would guarantee the success of conservation work on private land.
In 1937, President Roosevelt wrote the governors of all the states recommending legislation that would allow local landowners to form soil conservation districts. Brown Creek Soil & Water Conservation District in North Carolina was the first district established. The movement caught on across the country with district-enabling legislation passed in every state. Today, the country is blanketed with nearly 3,000 conservation districts.

Since 2001, public health agencies around the world have been preparing for threats such as natural disasters, terrorist attacks and pandemics. In Dearborn County Health Department, we have been steadily working to increase our capacity to respond to emergencies by strengthening on-going partnerships, and creating new partnerships with the community.

The Board of Health is part of state and local public health systems and charged to address health promotion, disease prevention, and public protection. They provide the necessary guidance and oversight of a local health department to assure the community’s health. The board sets policies, reviews operational data, and has financial oversight of the local health department.
