MS4 Staff Education Requirements

It is a requirement of the Municipal Separate Storm Sewer System General Permit that a designated MS4 must implement six minimal control measures as part of the Storm Water Quality Management Plan. 

The six minimum control measures are as follows:

1. Public Education and Outreach

2. Public Involvement and Participation

3. Illicit Discharge Detection and Elimination

4. Construction Site Runoff Control

5. Post-Construction Stormwater Runoff in New and Redevelopment

6. Pollution Prevention and Good Housekeeping for Municipal Owned Operations

Good Housekeeping Resources:

In addition to the MCMs above, a designated MS4 most complete the following training requirements: 

  • Provide annual training for builders, developers, contractors, engineers, etc. related to post construction MCMs. The training maybe completed in cooperation with other entities. (MS4GP 4.3-a-5)
  • Develop an annual training program for educating public employees, schools, businesses, and the general public about illicit discharges and proper disposal of waste. The education effort must include, but is not limited to:
    1. Informational brochures and guidance documents that target specific audiences
    2. An outreach plan for distribution of educational materials
  • Document annual training for municipal staff involved in EPSC plan reviews, inspections, compliance actions, and enforcement.

    At a minimum, each MS4 employee responsible for implementing the program must receive twelve (12) hours of annual training with at least eight (8) of the twelve (12) hours of training distributed amongst the specific minimum control measure(s) for which they are administering (MS4GP 4.1-d)

  • Document annual training for municipal staff involved in post-construction plan reviews, inspections, compliance actions, and enforcement.

        At a minimum, each MS4 employee responsible for implementing the program must          receive twelve (12) hours of annual training with at least eight (8) of the twelve (12)          hours of training distributed amongst the specific minimum control measure(s) for              which they are administering (MS4GP 4.1-d)

  • Develop, document, and implement annual training program for employees directly involved in implementing good housekeeping at MS4 owned/operated facilities or infrastructure.

        At a minimum, each MS4 employee responsible for implementing the program must          receive twelve (12) hours of annual training with at least eight (8) of the twelve (12)          hours of training distributed amongst the specific minimum control measure(s) for              which they are administering (MS4GP 4.1-d)

Annual training is required for all MS4 employees responsible for implementing minimum control measures. Trainings must be documented.
