Municipal Staff Training and Resources

It is a requirement of the Municipal Separate Storm Sewer System General Permit that a designated MS4 must implement six minimal control measures as part of the Storm Water Quality Management Plan. 

The six minimum control measures are as follows:

1. Public Education and Outreach

2. Public Involvement and Participation

3. Illicit Discharge Detection and Elimination

4. Construction Site Runoff Control

5. Post-Construction Stormwater Runoff in New and Redevelopment

6. Pollution Prevention and and Good Housekeeping for Municipal Owned Operations

Good Housekeeping Resources:

In addition to the MCMs above a designated MS4 most complete the following training requirements: 

  • Provide annual training for builders, developers, contractors, engineers, etc. related to post construction MCMs. The training maybe completed in cooperation with other entities. (MS4GP 4.3-a-5)
  • Develop an annual training program for educating public employees, schools, businesses, and the general public about illicit discharges and proper disposal of waste. The education effort must include, but is not limited to:
    1. Informational brochures and guidance documents that target specific audiences
    2. An outreach plan for distribution of educational materials
  • Document annual training for municipal staff involved in EPSC plan reviews, inspections, compliance actions, enforcement

    At a minimum, each MS4 employee responsible for implementing the program must receive twelve (12) hours of annual training with at least eight (8) of the twelve (12) hours of training distributed amongst the specific minimum control measure(s) for which they are administering (MS4GP 4.1-d)

  • Document annual training for municipal staff involved in post-construction plan reviews, inspections, compliance actions, enforcement

At a minimum, each MS4 employee responsible for implementing the program must receive twelve (12) hours of annual training with at least eight (8) of the twelve (12) hours of training distributed amongst the specific minimum control measure(s) for which they are administering (MS4GP 4.1-d)

  • Develop, document, and implement annual training program for employees directly involved in implementing good housekeeping at MS4 owned/operated facilities or infrastructure

At a minimum, each MS4 employee responsible for implementing the program must receive twelve (12) hours of annual training with at least eight (8) of the twelve (12) hours of training distributed amongst the specific minimum control measure(s) for which they are administering (MS4GP 4.1-d)

Annual training is required for all MS4 employees responsible for implementing minimum control measure(s). Trainings must be documented.

Training Resources:

    Online Module that trains an individual to complete construction site inspections

    Good housekeeping training, required as part of municipality SWPPP

    Offers a variety of certifications: Water Pollution Control, Green Infrastructure, Stormwater Inspection, Municipal Stormwater Management, Industrial Stormwater Management, Stormwater Quality, and Erosion

    Requires combination of education/experience to be eligible for certification tests.

    Certified Inspector of Sediment & Erosion Control

    Indiana Association of Floodplain & Stormwater Management has several webinars regarding stormwater, floodplains, and MS4 partnerships.

    Annual MS4 Conference

    Courses for water quality terms (TMDL, 303d, etc.), Certified Stormwater Inspector, Employee oriented MS4 workshops, Industrial Stormwater

    MS4 Compliance & Enforcement Certified Inspector Training (MS4CECI)

    Usually available in Indiana September & March

    Multiple training programs for: SWPPP review, Stormwater Management for Oil/ Gas Construction, Federal Permits, Minimum Control Measures, Runoff Control, NPDES Permitting, Construction Stormwater, Public Outreach & Involvement, IDDE, Post-Construction, etc.

    Qualified Erosion & Sediment Control Inspector Training (3-year Certification)

    Courses in Construction Installation, SWPPP Design, Inspection and assessment of stormwater treatment practices

    Certified Erosion & Sediment Control Lead Training

    Certified Erosion and Sediment Control Lead Training

    Courses available for MS4 management, Wetland-Streambank-Shoreline Restoration, Stormwater Management, Erosion & Sediment Control

    Extensive course January-May with combination of online & in-person workshops. Focuses on tools available for water quality management, planning for water conservation, and public outreach.

    8-week certification. Provides training on stream monitoring, streambank restoration, organizing riverside clean-ups, and organizing community workshops

    Self-paced series of virtual modules for watershed ecology, analysis & planning, management practices, community & social practices

                 Two day conference held at Purdue University West Lafayette every summer. Topics covered

                 include stormwater management strategies and MS4 minimum control measures.
